Puerto Rico Legislature Allows UPR to Pre-Pay Certain Goods and Services Act 11-2023 amended Act 2-2018, in some instances, to exempt the

University of Puerto Rico from having to require that vendor invoices certify that the goods were provided or the services were rendered. This exemption will apply to goods or services directed to academic research and projects subsidized by the University.

The exemption is intended to allow the UPR to pre-pay those goods and services. The Senate’s committee report notes that, although the Government Accounting Act of Puerto Rico already authorizes the Secretary of the Treasury to, when necessary, pre-pay those goods and services which are ordinarily paid in advance, such provision does not apply to the UPR.
